(1) This is according to the first explanation in the Gemara of the argument between Beis Shamai and Beis Hillel, which says that they are arguing whether Mechitzos serve to divide the hall or not. (According to the second explanation in the Gemara, they are arguing only whether each one needs to give a separate Eruv when bringing the Eruv to another Chatzer. Everyone agrees, though, that when the Eruv is placed among them in the hall, they are considered to be joined -- See Insights.)
(2) This is not referring to normal, full walls, but to walls that are only temporary (TOSFOS, ROSH). Alternatively, it is referring to walls that were built after the room itself was built (see Rashi 72b, DH Chadarim Mamash).
