What does he mean by that?

(c) The Beraisa, based on the Pasuk "Yadber Amim Tachteinu", describes "Az Nidberu Yir'ei Hashem Ish el Re'eihu" as gentle.

What does Rebbi Yehoshua say?

(d) We conclude however, that even if Rebbi Eliezer cannot hold 'Meisah Kehunah', Rebbi Yehoshua might concede 'Batlah Kehunah'.
