(b) This argument is based on whether we are Doresh the word "Es" to represent another emission of Zov, or not.
(c) This Halachah is actually debated in the Gemara later (37a). According to Abaye, this Halachah is true. According to Rava, this is Rebbi Eliezer's opinion, but Chachamim disagree and say that an emission b'Ones does *not* cause the count to restart.
