Alternatively, if Beis Din waits for witnesses to testify about the new moon and therefore makes Elul 30 days, they will not be able to bring the proper Korbanos in the Beis ha'Mikdash on the thirtieth day of Elul since they will not know until the end of the day that it was not Rosh Hashanah.
