It is forbidden for a Jew to allow his animal to work on Shabbos, as it states (Shemos 23:12) "Lima'an Yanu'ach Shorcha va'Chamorecha" - "so that your ox and your donkey may rest." (See Background to Daf 153:15)

(a) It is forbidden to lead a donkey (Chamor) or other animal on Shabbos while it is laden, even by calling to it. One who does so transgresses a negative prohibition. (RAMBAM Hilchos Shabbos 20:6)
(b) "Shevisas Behemah" is a closely related positive commandment. One is required to allow his animals to rest on Shabbos as it states (Shemos 23:12) "Lima'an Yanu'ach Shorcha va'Chamorecha" - "so that your ox and your donkey may rest." If one causes his animal to do work (i.e., one of the 39 categories of Melachah) on Shabbos, whether or not he is present at the time he transgresses a positive commandment. (This is not the same as Mechamer, which only applies when one *leads* his animal and the animal is laden).
