(a) According to one Lashon, Shmuel rules like Rebbi Yossi in our Mishnah,
(who forbids one to allow goats to go out 'tied', whether it is to dry up
the milk or to preserve it (see Rashi in our Mishnah 'd.h. 'Tzeruros').
In another Lashon, he rules like Rebbi Yehudah ben Beseira.
