(1) As the RASHASH points out, RASHI DH v'Lo Sochi'ach (following the lead of the Gemara) arranges the Pasuk differently, putting Ervas Avicha before Ervas Imcha. In the actual Pasuk, though, Imcha is mentioned first.
(2) This is the verse from which it is learned that relations with one's maternal brother's wife are prohibited (Rashi DH Ervas Achicha). The verse adds the word "Hi" -- "she remains" -- to emphasize that the wife of one's maternal brother does not become permitted through Yibum if her husband dies childless. (From this verse it may be learned that relations with one's maternal brother's wife are punishable with Malkus. As for the punishments of Kares and Ariri, see Tosfos Yevamos 2a DH Eshes Achiv and Insights to Daf 55a.)
