(1) The Gemara concludes that Kidush Kometz of a Minchah offering is parallel to the Kabalas ha'Dam of a Korban (and the fact that Kabalah is done passively, while Kidush Kometz is done actively -- by taking the Kometz and placing it into the vessel -- is not relevant).
(2) The Gemara concludes that Pigul does apply to Tevilas Etzba of a Chatas Penimis (and it is parallel to Holachah, since it brings the blood closer to the Mizbe'ach; RASHI DH Ela), since the verse states "v'Taval," teaching that Tevilas Etzba must be done and is not dispensable. In contrast, Pigul does not apply to the Tevilas Etzba of a Chatas Chitzonah, even though it is not dispensable, because the verse does not state "v'Taval" with regard to that act (14a; see Insights to 13b).
(3) However, according to Rebbi Shimon in the Mishnah on 13a, Holachah is not considered an Avodah since the offering of the Korban can be done without it, and thus it is not subject to the laws of Pigul.
