What was said in section 30, that folded clothes can be carried, is true even if it is not tied around a finger with a string as was the fashion in the past.

Clothes that are rough and hard which are not normally worn, cannot be worn outside on Shabbos.

Clothes worn as layers one on top of another, since it is sometimes done because of the cold, it is permitted to be worn outside. However, wearing one belt on top of another with no apparent purpose is prohibited unless there are clothes in between.
