If the water is put on the clothe in a way that shows you are not trying to clean it, such as when drying your hands, it is permitted, as long as there is not a lot of water in the clothe as you might come to squeeze.

If your hands are very dirty, you should not wipe them on material which you would wash if it became real dirty.

You should try not to dry a lot of dishes with one towel as it will get very wet.

You should not wipe a cup with a towel even if it is made from a material that you don’t care if it is wet, since the area is small and you might come to squeeze it.
