Shikalim 4:2

The money for the red cow, the he-goat that went to Azazeil on Yom Kippur, and the piece of red wool for the red cow, also come from the treasury.

The ramp used to take the red cow to har hazeisim, the piece of red wool between the horns of the he-goat that goes to Azazeil, the water canal, the walls and towers of Yerushalyim come from the funds of the treasury after the gathering has been done.

Abba Shaul says the cohein gadol would pay for the ramp of the red cow.

R’ Yishmael says, if there is more money left over in the treasury they would buy wine, fine flour, and oils which they would sell to people for korbanos and the profit would go to hekdesh. R’ Akiva says it is not permitted to do business with kodesh monies, the same as with tzedakah money.
