Megila 2:4
Everyone can read the megila except a person who is deaf and dumb, a fool and
a child. R’ Yehuda says a child can read the megila.
All mitzvohs that have to be done by day preferably should be done after
sunrise but if done after daybreak [amud hashachar] and before sunrise you have
still fulfilled your obligation. These mitzvohs are reading the megila, bris
milah, sprinkling parah aduma on a tamai, and toiveling of a zava kitana.
Megila 2:5
The following mitvos you can perform throughout the day; read the megila,
read hallel, blow the shofar, take the lulav, daven Mussaf, bring the korban
Mussaf, the confession on the bulls, confession of maaser, confession on Yom
Kipper, leaning slaughtering waving , bringing close taking the handful burning
of it milikah accepting the blood and sprinkling of the blood of korbanos,
drinking of a sotah, chopping the neck of the egla arufa and making a metzora
tahor.
