The following mitvos you can perform throughout the night; cutting down the omer, and burning the fats and limbs of the korbanos.

Megila 3:1

The seven trustees of a town who sold the town square can buy with that money a shul. If they sell a shul, they can buy an aron kodesh. If they sell an aron kodesh, they can buy a mantel for a sefer torah. If they sell a mantel for a sefer torah, they can buy sefarim of Nach. If they sell sefarim of Nach, they can buy a sefer torah. However they cannot go the opposite way as they would be lowering the holiness.

R’ Yehuda says a sefer torah that belonged to the public cannot be sold to a private person. The Chachamim said if that is true you should not sell a sefer torah that belongs to a big city to a little city.
