Moed Katan 3:1

Certain melachos chazal prohibited to do on Chol Hamoed since people would wait until then to have them done and would not enter Yom Tov respectfully. These are haircutting and laundering.

Even though haircutting is prohibited on Chol Hamoed, in certain cases it is permitted. Someone who comes from abroad, captivity, or jail, someone from whom Bais Din has just lifted a cherem, someone who went to Bais Din to get out of his neder, a nazir, a metzora who is getting out of his tumah are all cases where chazal let you take a haircut.

Moed Katan 3:2

Even though laundering is prohibited on Chol Hamoed in certain cases it is permitted.
