Chagiga 1:4

Shalmai simcha are not obligatory if you have other meat. A yisrael can use for his obligation of simcha nedarim, nedavos, and maaser from animals. Cohanim can use for their obligation of simcha the chatos, ashamos, first born, chazeh vshok, but not birds or minchas.

Chagiga 1:5

A person who has a lot of people to feed and not so much money, he should spend more money on shelamim that can be eaten and less on olos that cannot be eaten.

A person who has a lot of money and not so many people to feed, he should spend more money on olos that cannot be eaten and less on shelamim that can be eaten.

On a person who does have a lot of money and not so many people to feed, it says to give 2 maah and one maah as in the previous mishna.

On a person who has a lot of money and a lot of people to feed, it says ‘ish kimatnos yado’ [each man should give as much as he can afford].
