Bechukosai In parshas Behar
at the end of the laws of shmitta it says, vyishavtem al haretz lavetach and
you will sit securely in the land. The next possuk repeats this saying, vyishavtem
lavetach aleha. Why does the torah repeat the same bracha?
There are two possible scenarios: you
can live in a land rich in natural resources and prosper or with barren lands and meager
produce. When there is richness every other country is jealous and wants to seize you
land. For that possibility you get a bracha that all will be secure in your land. If you
are a poor country, nobody wants to acquire your land because you have nothing of value.
However, people who are poor are always stealing from each other and fighting about bare
necessities. For that possibility you need a second different bracha that you will not
destroy yourself from within.
