The medrash says the korban olah is offered because of sinful thoughts. That is why the whole korban is burnt to Hashem because only he knows you sinned. How great is a nation that the first karben in the Torah is about thoughts, not terrible actions, for even thoughts of such a holy nation must be perfect.
